When is it okay to pirate software, if ever?
When you are to poor to buy it, or you are using it for a learning experience. But if your rich, then might as well pay for it.

Is the author correct? Does piracy encourage people to BUY things?
Depending on what the software is. Most people who pirate, keep pirating, and instead encourage other people to do the same.

What should movie companies do to stop piracy (if anything)?
A lot of movies that you can pirate are video taped by a camera, whom someone brought to the movie theatre and went inside. They should have more security, and check to see and make sure no one has a camera on them
